Establishment and development
Education Minister Ştefan Balan approved on June 30, 1967 and two years later, the Council of Ministers issued Decision No. 1322 of June 12, 1969, establishing the Faculty of Philology and History of Sibiu as a branch of “Babeş-Bolyai” University of Cluj. Ştefan Pascu, the rector of the Cluj University in 1969, justified the choice of the two specializations as follows:
The choice of a section of history is explained by the rich historical past of this part of the country through the possibilities of scientific training offered by the archives and rich libraries of Sibiu, as well as by the needs of qualified staff in this specialization. The establishment of a section of German language and literature at the faculty of letters in Sibiu is especially welcome …. Let us remember, then, the close links that existed and exist between the cities of Sibiu and Cluj.
The faculties of the new faculty were provided within High School no. 3 (former “Domniţa Ileana” High School) from Victoria Blvd., currently the headquarters of the Faculty of Letters and Arts and the Department of History, Patrimony and Protestant Theology. The first series of students (24 in German specialization and 28 in history) coordinated by the late dean Nicolae Lupu first stepped into the premises mentioned on October 3, 1969, being stimulated by the presence of renowned scholars present at the opening of the academic year of which we mention Constantin Daicoviciu, Miron Constantinescu, Ştefan Pascu and others.
Starting with 1971, besides the two specializations, the section of English language and literature was added, and, by the decision of the Council of Ministers no. 775 of June 30, 1971, a second faculty was opened in Sibiu, namely Economic and Administrative Sciences. It had a duration of four years and trained specialists for local government. As a result of the restructuring of the Romanian higher education on 1 July 1976, the Institute of Higher Education in Sibiu, which included the Faculty of Philology and History, the Faculty of Economic and Administrative Law and the Faculty of Mechanics, was established.
A proof of the respect that the young Sibiu University Center has earned is also the designation of the Faculty of Economic and Administrative Law as the organizer of the first edition of the Patrulater of the faculties of law that included the faculties of Cluj-Napoca, Bucharest, Iasi and Sibiu.
The accelerated development of the Sibiu University Center was abruptly stopped in 1984, when by the Decree of the State Council no. No 213 of 23 June 1984 has been granted a schooling figure for philology, history and law, and the Institute of Higher Education has been transformed into the Institute of Subindustrials, subordinated to the Polytechnic Institute of Cluj-Napoca. As a result of this decision in 1987 he graduated from the last specialization in Philology, History and Law.
Începând cu anul 1971 alături de cele două specializări a fost adăugată și secția de limbă și literatura engleză, iar, prin hotărârea Consiliului de Miniștri nr. 775 din 30 iunie 1971, la Sibiu a fost deschisă o a doua facultate și anume Științe Economice și Administrative. Aceasta avea o durată de 4 ani și a pregătit specialiști pentru administrația locală. Ca urmare a restructurării învățământului superior românesc la 1 iulie 1976 a fost înființat Institutul de Învățământ Superior din Sibiu ce avea în componență Facultatea de Filologie și Istorie, Facultatea de Drept Economic și Administrativ și Facultatea de Mecanică.
