4. PROGRAMME OPERATOR:
National Agency for Community Programmes in the Field of Education and Vocational Training (Agentia Nationala pentru Programe Comunitare in Domeniul Educatiei si Formarii Profesionale, ANPCDEFP)
5. SCOPE OF THE PROGRAMME
Contributing to the reduction of economic and social disparities in the European Economic Area and strengthening the bilateral relations between the EEA states and Romania.
6. GENERAL OBJECTIVE
Developing the human and knowledge capital in Romania
7. SPECIFIC OBJECTIVE
Strengthening institutional cooperation in higher education between Romania and Donor States, to obtain joint result s and increased mutual knowledge and understanding between Donor and Beneficiary states
8. BUDGET FOR THE CURRENT CALL
375 000 EURO (*)
(out of which 337 500 Euro from Donor States and 37 500Euro from the national budget)
(*) The budget is divided as follows:
200 000 Euro are put aside, in the first stage, for applications aiming at networking, exchanges, peer learning and sharing of experience projects that address issues directly related to improvement of the situation of the Roma population; these applications have to be submitted at any time until 1st of June and they will compete for this budget.
Provided that they will prove a minimum quality level, they will be financed under the principle “first come, first served”. After 1st of June, any funds remained not distributed from this particular fund will be allocated to projects not dealing with this priority issue.
175 000 Euro are allocated in the first stage to a general competition of applications aiming at networking and exchange of experience projects, not focusing on the Roma population. If, after 1st of June, the funds dedicated to projects addressing Roma issues will not be exhausted, the remaining funds will be introduced in the general competition.
9. CONCERNING DOUBLE FUNDING
According to the principles of correct and sound financial management, double funding is strictly forbidden. Thus costs for the same activity cannot be covered from two different funding sources, with the exception of the case where complementarity can be clearly proven.
Funding for the one and the same project cannot be granted more than once.
Also, if identical applications (in content) will be identified or if applications will contain paragraphs similar or identical to other applications (no matter if submitted under the same deadline or not and no matter if submitted by the same candidate or different candid
ates, for the EEA grant programme or for another programme managed by ANPCDEFP), these applications will be REJECTED.
In the case where double funding is discovered after the respective applications have already been approved and funded, the grant beneficiaries will have to give back to ANPCDEFP all the amounts already received for the implementation of the project
10. TYPES OF PROJECTS TO BE FUNDED
Networking and exchange of experience projects: study visits and small size bilateral cooperation projects
11. WHO MAY APPLY
Applicants must be Romanian higher education institutions (HEIs) with ECHE approved by the European Commission.
The grant will cover 100% of the eligible costs.
13. APPLICATION DOCUMENTS
13.1 The application forms could be found HERE.
13.2 Only for Romanian non-public institutions: copy of the registration in the Register of Commerce and the Ministry of Public Finances;
13.3 Only for Romanian non-public institutions: the fiscal certificate, proving the lack of unpaid debts to the State budget;
The filled-in application form has to be sent electronically at the address firstname.lastname@example.org in English, starting with 15-th of April (but no later than 31-st of October 2016, 22h), at least 8 weeks before the start of the project’ period.
The application form will be printed, signed and stamped in original by the legal representative and, together with one copy of the form and the documents mentioned under 13.2, 13.3 (if it is the case) will be sent to
ANPCDEFP at the following address:

until the deadline mentioned above (post date) at the latest. Please mention on the envelope “For the EEA grants programme”
Any application sent after 31-st of October 2016 will be declared ineligible.
15. CONFIRMATION OF RECEIPT
In 5 working days after receiving one application, the applicant will be notified by email.
16. NOTIFICATION AND PUBLICATION OF SELECTION RESULTS
Within 20 working days from the receipt of the application, the applicant will be notified about the result of the selection and about the grant allocated.
Results will be published on the website www.see-burse.ro, as far as they become available.
